What are the requirements to move here
It is very complex and can be expensive. You either have to have lived and worked there for 10 years then you can pay for what they call PRC or you have to spend over $1m on property then pay for a PRC. Check out the Government website for more details
There are a number of ways to get citizenship, you can apply if you have had 10 consecutive work permits or through investment in the islands, the amount invested depends on which island you want to be based on.

Does the purchase of the land count towards the investment by home route or just the actual construction of the home?
"Not less than $300,000 in the actual construction, purchase or renovation of a distressed property as a home in the island of Grand Turk, salt Cay, South Caicos, Middle Caicos or North Caicos , OR
Not less than $1,000,000 in the actual construction, purchase or renovation of a distressed property as a home in the islands other than Grand Turk, salt Cay, South Caicos, Middle Caicos or North Caicos"
My understanding is that it is only the construction of the home as defined in the ordinance. However, they may make allowances if you are close to the threshold.

You may apply for permanent residency using several routes. This is not the same as citizenship. The PRC obtained through investment does not usually convey the right to work. You may be allowed to work in your own business but nowhere else.
