Can anyone recommend a good doctor in Brasov that performs hernia
operations?

Wouldn't a hospital do thee operation? A local doctor wouldn't have the after care etc.....

A doctor will not do that type of operation. It is done by a surgeon in a hospital. And, as SimCityAT has stated, there is the after care which entails a stay in hospital to ensure everything is okay.
