Membru de Familie Cet Roman

I have a few questions.
Is the document called 'Membru de Familie Cet Roman' issued under EU Directive 2004/38/EC?
Is this the same document as 'Family Member of a Union Citizen'?
I know I can travel with this by road even alone in the Schengen Zone and with the wife. (I did it) But Irish Embassy has been asking me to get a visa to travel to Ireland because the document I have is Family Member of a Romanian Citizen and not of a Union Citizen which is quite strange since Romania=EU.
Irish Ministry tells me the card has to be issued under  EU Directive 2004/38/EC, thats all. They advice me to ask the authority who issued me the card if it falls under the same category. I went there they told me Irish Embassy are stupid to ask me to get a visa, since I dont need it.

The answer has already been given several times. Romania is part of Europe but not of the Schengen area ...

The document you mention is not equivalent to the European one.

So already you would not have been allowed to enter the Schengen area even by car ...

Ireland is in his right by asking you for a visa.

You do realize that Schengen is just borderfree zone and has nothing to do with ID cards in EU. Once you are issued with a Family member ID card then the Non-EU Family member can travel anywhere in EU (with his partner or join the partner) in that country (barring UK and Ireland).

What Irish embassy is asking for is an ID issued under Article 10.

I hope this makes sense. If not try googling Article 10 and then it will be more easier to understand.

Thank you very much, thanks to you I would never have realized that the SCHENGEN system means no border ...

But it is the INTERNAL FRONTIERS that have disappeared. NOT the external borders. AND see, if you do not understand the difference, it's not my fault. As a result, I confirm that this person should never have been allowed to cross the border.

I did not mean to offend you but you still fail to understand Schengen and there is not much I can do about that. External borders checks are carried out by states if they feel that border controls are needed. Schengen has nothing to do with Family permit visa (as required by UK), you could also be living in Hungary (Schengen state) and still need a family permit visa to visit UK (in case you are a Non-EU family member).

I can confirm that this person can travel across EU with no restrictions (except UK & Ireland).
