Bluecard entry visa + Spouse Visa

Hello All,
I am planning to move to Germany from Belgium as part of the new job.
So, I would like to know whether I can apply Spouse visa with my Bluecard entry visa application to GERMANY.
If I can, Do I need to submit a house contract in Germany during the application?

To get a family reunion visa for your non-EU wife, you need to show sufficient income, living space (e.g. rental contract) and health insurance for her. She should apply at the German embassy in her country before coming.

All correct but one should easily be able to fulfill these requirements if they are getting a blue card which for example has a stated minimum level of income that is more than enough for the spouse visa. And in such a situation, the spouse doesn't even have to pass a German exam. The purpose of blue cards is to attract qualified workers to Germany and they specifically mention that a spouse is welcome. But like for any non-citizen, they could be rejected if they have a serious criminal record or immigration violations.
