Requirements for entering Cambodia as foreigner

These are the requirements in effect now, changes can be expected any day, keep up with the news!
You need to have a visa before you travel, all visas on arrival are suspended.
Go to your nearest Cambodian embassy/consulate and apply for an E-type (Ordinary) visa.
Note that this will only be granted if you a) have a job or invitation, both by letter from your employer or b) have a business in Cambodia. Some clemency is granted to people that have family residing in Cambodia. Realize you will have to prove everything to convince embassy workers to get you the visa.
You need to have a health insurance that covers at least $50K including the costs of Covid-19. The police has to cover the extend of your intended stay.
You need to provide a certificate that states that you are Covid-19 negative, in English and signed and stamped by a doctor. The test should not be taken longer than 72 hours before departure. Some airlines don't understand departure and insist on 72 hour prior to arrival, which can be a problem due to long travel and lay-overs. Certificate has to be original, email copies are not accepted.
On arrival at PP airport you have to make a deposit of $3000 at a bank booth, to cover for the costs involved. After that you are transported by bus to a designated hotel where your samples will be taken for the first test and where you have to stay until the results are known.
If you and the rest of your flight test negative all passengers can go to their home or hotel address which they have indicated on arrival. This is the so called self-quarantine, you are supposed to stay at that address and sometimes officials come to check.
On day 13 after your first test you have to go to a hospital or institute to have your second test taken (Example Khmer-Sovjet Friendship hospital). If your result is negative you can go to a certain bank office (stated on the receipt you got when depositing) to collect the remainder of your deposit. All costs involved are withdrawn from your deposit, the rest you receive back.
Back to the first hotel. If one of your travel group tests positive all passengers will be transported to a state-appointed quarantine location, mostly a hotel. You stay there for 13 days when a second test is taken.
At the moment the only commercial flights that come in are from Seoul and Taipei. Other flights are repatriation flights for Cambodians to come home. Note that they are not subject to testing prior to the flight so the chance that at least one of them tests positive in PP is very large, not recommended.
Airlines that fly are Korean Air, Eva Air and Asiana Air.
Realize that things can change overnight so keep up with the newest information.

I had a pharmacist friend who wanted to come and visit and she was a bit stunned after I told her the local rules but I made her noticed that since the begining of COVID19, Cambodia has had so far only 196 cases, 140 recovered and 0 death

Cambodia is doing very well, considering that more than half of the cases were imported.
The last few weeks have seen many Cambodians coming back with Covid positive results, which is no surprise as Cambodians don't need a certificate before flying.
Cambodia protects its citizens as once in the country they can be treated for free.

Well, I appreciate they have done well to date, and if I were a casual visitor there would be no problem.
The difficulty for me is my second family is there, and my adopted son has been very ill.
I do appreciate I couldn't do more for him than here (shovelling $ 2,800 to date)
However, I do miss being there especially to give support to his mum, my beloved partner, now of over sixteen years.
There are some hopeful signs for him, and I did hope to get out before my visa expires in November.
Looking increasingly unlikely, alas.
Just have to hope for the best, and good luck to all of you there.

I have heard very good stories about the Cambodian embassy in London.
Just yesterday I read about a man in a kind of same situation as you and he managed to get a visa through the London embassy, based on the sickness of his son.
So give it a try, contact the embassy in London and see what they can do for you, you never know, they are quite "human".

Well Thanks joe for that information I had seen it on the uk gov site. Well with a sad heart I have to say goodbye to Cambodian if these restrictions are not lifted by October-November.

Hi Gary.
You, like many others, cannot see progress and have a problem with Chinese people.
I on the other hand see differences between the past and the present, even see a bright future ahead for Sihanoukville.
I have been twice this year on a short holiday to Sihanoukville and I loved it. But I must admit I know the places, I know where to stay as I have been living there for 2.5 years. I also left because of the huge construction site it became and I stayed 2 year 4 months in Phnom Penh.
Driving along Ochheuteal beach with brand new roads including sewers, broad roads with decent sidewalks gives you the feeling of progress. The beaches are cleaned of shacks and are clean and free places for everybody. During the day streetfood carts come in and serve food and drinks all day. Around 6 pm they disappear.
On Ochheuteal beach itself structures are erected of stone and wood, for restaurants and bars to rent, all the same design, looks very nice and well-organized.
The swimming part of the sea is separated from the jetski areas so no dangerous situations anymore.
There are now two shopping malls, one western and one chinese, the western with all wellknown brands like Nike, Swensens, KFC and Starbucks. Yes Sihanoukville is progressing....
FYI hundred thousands of Chinese have left as the ban on on-line gambling took away their livelihood, about 25 casino's are closed and others have changed to the usual casino games, no more on-line gambling. Sadly about 7000 Khmers have lost their jobs because of that, which on one side shows that the Chinese casino's employed Khmer people as well, opposite of what has been told.
I had the idea to go back to live in Sihanoukville but unfortunately the Khmers that rented out houses to Chinese have forgotten to lower the rents again, to attract other tenants. The same house I rented 4 years ago for $350 should bring now $700 in rent, double the price. I'm not willing to pay that so I opted for moving to Kampot. Like you say Kampot is lovely, a small town but with all amenities you need, very cosy and sociable.

Yeah what gets me is they advertise houses to rent at a price, as soon as you interested the price doubles. I’m not sure if that’s a common thing.

It's not a common thing. But if prices/rents are not displayed before they will up the price seeing you're a barang (foreigner).
Reason the more to have a Khmer girlfriend or a Khmer friend who can do the talking. You go on a trip to see houses and if you like something you let her make the call and get all information. That's the trick.
In Sihanoukville many Khmer landlords are spoiled by the past Chinese wave of tenants who were willing to pay double of what the landlords were used to. Now that an exodus of Chinese has taken place not all landlords have lowered their rents. But I have heard of a guy who was asked by his former landlord to come back, for even less than he used to pay. So some have understood it, some have obviously not.

On a different subject!  Can you recommend a good source and or contact for purchase to own, tuk tuk. Big enough for 4 people to sit.  I would appreciate and sound advise and or contact.  I would like to purchase the early part of September in Cambodia.  Thank you!

Thanks Joe yep and I’m looking for 10 year lease with at least 5 bedrooms for my mates, will just keep on. I just find City life not good anymore and all of us love Siem Reap and Koh Rong I’m looking there too.

It is not allowed in Cambodia to have a tuktuk, it's a protected profession for Khmer's.

Yes it is correct as the same Mr joe mentioned in kps the price still high but now is much better than Last few year because of Chinese people are go back to his country because of government not allowed to do business online gambling and Covid19
In here not many western as the same before but Kep and Kampot is better for foreigners (western people)

I think that the question is, to buy a Tuk Tuk not to exerce the profession, so yes you can buy a Tuk Tuk of course. Many foreigners have a Rickchaw or traditional Tuk Tuk, depend on your needs. Have a look on internet to find a reseller for a rickshaw. From my memories there have a reseller (rickchaw) in Monivong corner with the Central market street
There is an online buy and sell site which I wont advertise but its easy to find with a Google search. Quite a few tuk tuks for sale, priced from $900 to $2500 average. The ads are in Khmer language ,so not sure if foreigners can buy.

I repeat the question is about to buy a Tuk Tuk not to be a professional Tuk Tuk driver, so I confirm YES everyone can buy a Tuk Tuk for his personal using NOT to do the profession.
Tuk Tuk is a material, transport, mechanic, engine,.. etc.
Tuk Tul Driver is a profession, job whatever, it is (unfairly) protected by the law in Cambodia and ONLY Cambodians citizen can apply for this profession but I REPEAT EVERYONE can buy a Tuk Tuk for his personal using.
Nowhere in the OP it says it's about the mechanical system called tuktuk. It could as well be meant for transport of people against payment or even for free.
The word tuktuk is a complete description of a tuktuk plus driver, anyone doing the same as a foreigner will face strong opposition.
So to the OP: be careful and realize that ur might cause problems.

Endless discussion, I own my richshaw for 2 years, drop my kids at school everyday, ride in PP, go to the super market etc. etc. Police never stopped me, no one make me in troubles, it is a very convenient transportation and saying, drive your Tuk Tuk in PP it could be dangerous it is wrong.
A rickshaw is not a tuktuk. Rickshaws are often used for transport of goods. Tuktuks are mainly used for transport of people.
But let's stop here, the whole thing is totally off topic as the thread is about requirements to enter Cambodia.

Correct out of topic but I can't leave this thread when I read "Rickshaws are often used for transport of goods." Are you really living in Cambodia? Does PassApps mean something for you? Sorry to insist but I confirm buy a Tuk-Tuk or Rickshaw in Cambodia is allowed and totally accepted by national if it is for persoanl using and not for transportation business.

ANYWAY......to get back on topic....there are indications that Cambodian embassies in some countries, including US and UK, are relaxing the rules a bit when it comes to issuing E Business visas for retirees. Which is good news for the likes of me, I have been in touch with the embassy in London and got a fairly positive response. However I will leave it for another month or two and see if the $2000 'entry fee' gets dropped.

What do you mean by ‘fairly positive response’, if I may ask? And as a retiree, why would you apply for a business visa? Or is it a typo (you wrote ‘business visa for retiree’)?
I’m in a similar situation, hence my interest in these questions.
As you know, there are no visas on arrival, and no tourist visas being issued. The third option is what is called the E- Ordinary visa, also known as Business visa. This is what you would get previously on arrival if you intended to apply for an extension of stay for retirement, an EOS-ER. Up till August this was only available for genuine business travelers or people with job offers. However the changes announced on August 4 allowed for visas for travelers who have not been invited or sponsored by a company.
Towards the end, paragraph IV.
I asked the official in the Consular section in the UK if that applied to retirees, and without committing himself too much he said it was a possible interpretation and that I should apply when I have made a definite decision about travelling. If you send me a PM I will give you his name and contact details so you can check out your own situation. I doubt he would want his details on a public forum in case he got inundated!
My ER Visa expires end of Jan 2021 and as soon as I can exit Kuala Lumpur I'll return to Sihanoukville, where my monthly rent is around $150 USD. Have been paying for it located in OP-02. I too moved out due to the heavy construction, and went to VN where I had retirement Visa expiring this Aug 25th. Was visiting here in MY when got stuck unprepared, while most of my "important stuff" is in Hotel Storage in Ha Tinh Province.
I can verify that the SMART SIM roaming service only allows you to receive SMS here, and that you must have Maybank or another online method to recharge. As my Maybank Visa has the minimum $10 in it, I'm unable to keep the SIM activated without assistance from Facebook friends. SMART will not accept my USA MasterCard for refill purposes. Not that any of you will need this info.
Will visit the KH Embassy to discover if they are aware of any methods of my returning to SHV. If anyone reading this knows of travel resources please advise. Thanks.
They have retirement visa in Vietnam? Thats news. Used to be that if you werent working, with work visa, you had to do a visa run every 3 months.

Unfortunately there are confusing and contradicting stories about E-visa other than when having a job or a business. I have heard one positive story about London issuing a visa based on sickness of the applicant's son.
I have seen stories about visas based on retirement, but I have not seen one report of someone coming back on a visa like that. It might be in planning to allow it but as far as I know at the moment it is not possible.
But any day can see a change, we live from day to day so to say.
Of the Cambodian embassies/consulates the one in London is the most flexible, followed by Washington DC.
