I believe it's unrelated.  It is also my understanding that this happens in other Caribbean  countries and Latin America.  Part of it stems from lack of standards, inspection and testing.  Part of it from praying on the weak and the unsuspecting.  Most of this would probably end up in smaller colmados, small local bars, restaurants etc. Yes, tourists can get into this as well by not being careful and doing things they shouldn't be doing in a country they don't know.  I am aware first hand of 1 victim at least.  A tourist, venturing off the beaten path trying to have a "good" time.  I believe we should focus on the positive which is the seizure and the awareness the authorities have shown and actions taken.

Certainly, excursions are a big question mark!
