Please what is the best telephone network to use in Brussels?

I use Mobile Vikings.

Extremely happy with it and its massive value for money.

It depends if you're calling or just using 4g/lte and if you're traveling withing EU or not.

Basically if you only need 4g, vikings is one of the best for the value, as long as you stay in Belgium.

If you need a good network cover within Belgium, then Proximus/Base/Telenet/voo are the best.
If you go abroad in europe, proximus is by far better than base/telenet/voo network partners...
