116 Dead in New Prison Violence -- State of Emergency Declared

The president of Ecuador has declared a state of emergency in the nation's prisons in the wake of horrifying violence apparently ordered by Mexican drug cartels.

At least 116 prisoners were killed at the Guayaquil-area Litoral Penitentiary in 24 hours of gang warfare this week .. possibly in retaliation for hit-man style murders in Guayaquil and Manta.

The violence began when members of the Los Lobos (The Wolves) gang and another gang forced their way into a cell block where the Los Choneros gang was housed .. and attacked with guns, knives and hand grenades.

Earlier this year, a total of 150 prisoners were killed in gang violence at prisons in Guayaquil, Cuenca and Latacunga.  Officials said almost all the deaths were connected to Mexican drug cartels.

Two of the nine cell blocks at the Guayaquil-area penitentiary remain under gang control.

The death count is not final (now 118).  Only a small fraction of the bodies have been identified.  Prison personnel are discovering bodies in attic passages and ventilation ducts.

Desperate families of prisoners have gathered outside the Litoral Penitentiary.

The Litoral penitentiary has been fully secured, according to officials.

Ecuador's Constitutional Court has acknowledged the presidential declaration of an emergency in the prisons.  The court says the penal and rehabilitation system is "a failure."

Fresh violence at the Litoral prison in metro Guayaquil killed another 68 inmates and injured dozens more this weekend (November 2021).

900 police eventually contained the situation following an eight-hour battle amongst inmates involving guns and explosives, said to be a conflict between rival narcotics gangs.

Ecuador's Constitutional court, the highest court in the country, had denied the Lasso Administration the use of the military to control the continual violence at the prison.

About 8,000 prisoners are incarcerated at the facility.

Riot quelled.

The prison riot in Cuenca has been quelled with no further loss of life.

According to prison officials, it was gang vs. gang violence;  those responsible have been isolated from the prison population.

Wow! So Cuenca turned out not to be as peaceful as people trying to sell you the "move to Ecuador" idea want you to think. Because if those people are now in a Cuenca prison, it means they were once at large in Cuenca's streets, and there might be others like them.

Presuming that prisoners housed at a prison in Cuenca were incarcerated for crimes committed in Cuenca is to assume facts not in evidence.

This thread was not intended to compare the relative security in Ecuadorian cities amongst the citizenry at large.

Murder rate in Ecuador surpasses Chicago's rate.

Pushed by hundreds of deaths in its prisons in 2021-22, Ecuador has seen its murder rate surpass Chicago's.

As discussed in the video, the number of murders per 100,000 persons has been doubling or close to it for the past two years and is on pace to double again in 2022.

The video attributes the increasing number of violent deaths to related factors as well, including police corruption and criminals believing the police are "soft" on crime.  Also, increased drug trade in South America has been bringing violence to Ecuador, especially in coastal areas.

Guayaquil recently was added to the list of the world's most murderous cities.

Lasso's prison moves.

Ecuador has released over 4,000 prisoners from
its 'cárcel' population that is now at about 32,000.

According to the national prisons director,
Presidente Lasso initiated the prison releases
to ease problems in the wake of hundreds of
gang-related killings among the incarcerated
since 2020.

The number of guards is being doubled under
the Lasso plan, according to the prisons director.
