Traffic light, stop sign and give way sign (yield sign) all together?

This is totally confusing, a traffic signal, stop street and give way / yield sign all at the Cascavelle intersection.


I can understand that with a power-outage that a traffic intersection will revert to a stop sign, but is there different rules in Mauritius regarding intersections, that require 3 traffic signals at one location?

The signs might be in place ready for a change in operation of the junction as the new road nears completion it would seem that the place where the traffic lights are is going to be part of a large roundabout where the new road passes over the top as there are two bridges on either side. Once the work is complete on the roundabout side then they will fill in the middle and the old road would no longer exist,  With the new road going round the back of the CWA tanks then more diversions and road works will be in place where the road goes from Flic-en-flac to Cascavelle.  The whole road network at Cascavelle is in a period of change due to new roads and the new shops and hospital being built
