Before you make a decision on where to live, check about the internet. It is not the same everywhere, and you are likely to have better luck in larger cities/towns.
There is a process for bringing in pets. I believe there is a business called Golden Frog that helps with that, or maybe someone here has done it and can tell you. Or, if you are looking to adopt here there are plenty needing homes.

I would advise you to leave your cat with family or friends and come down for a few months and check things out. Keep things very simple at first.....Minimal investment, minimal risk........keep it light and easy......and see what you think after a few months.....things are not quite as bueno, bonito y barato as they once were.......you might wanna be open to alternative options.........
