What is the capital gains on sale of land in PR for married couple.

What is the capital gains percentage on the sale of land in Puerto Rico. The owner is US citizen born in Puerto Rico and spouse is non-resident alien (married). When the sale occurred a 15% was withheld from the sale price as the owner was non-resident in Puerto Rico but a US citizen born in Puerto Rico.
