I do not think so. If you are no more current resident of Qatar it will be difficult to get it converted directly. However, you can directly go for the practical exam without completing the specified hours of training.

all GCC driving licenses are accepted by Bahrain traffic police + some European (EU) licenses of countries that signed an agreement with Bahrain.

however, your problem is that your driving licence is expired, you will need to either renew it or do the driving test again.

Since you are now living in Bahrain, I would assume that you won't be able to renew your expired Qatari Driving License; in this case, there is no other option other than undertaking the driving test.
