Are there affordable primary and middle schools in Istanbul for foreigners. Schools that offer an international curriculum. Schools that one needn't pay an arm and a leg for. Most of the schools I have seen online are high end with tution as high as 30,000usd.

By affordable I mean a 5000usd annually?

Start with a Google for "Cambridge school'' <area>

Then call the lot and ask about pricing. If it's anything like here, the bigger the city, the higher the price.
