I'd suggest you look at one of the old towns near the Silver Coast maybe Coimbra or Figaro do Foz or one of the many other similar places. - these are town were people live and work - not tourist hot spots so have all the usual things like hospitals, rivers, railway stations, public transport, tax offices, estate agents, access to beaches and fresh fish, cultural events, openair markets (which are where locals get their veg etc.), old bits of town where people still live. As they are smaller then Porto things have developed over time to be walkable - often you'll get the same people having their breakfast coffee and cake in the same cafe for 50 years - usually people do not own an expensive espresso machine but just go to their local cafe, if you amble to the same cafe for a few days they'll all start greeting you. You need to go visit the places to find if they are what you are looking for or if some compromise is needed/acceptable and only you can make those decisions, Just pick a few towns and go explore their possibilities for a while, A*rB*B, or similar will give you somewhere to stay as a "local" and direct introduction to a "local" and their extended family/friends. If you explain what you are looking for people will go out of their way to help you in person. Same with local estate agents, go talk to as many as possible in person and they will take their time to explain their town to you. The main Silver Coast beaches have their own (usually small) railway stations and most towns are connected by Train or Coach routes.
