My wife and I are Uk citizens but are In possession of a ERV visa and a receipt for our first PdS, can we use the EU lane at passport control in Italy?

Unless you have citizenship and passport of an EU country, then no, you must use the "All passports" lane.聽 I don't believe you qualify under article 14 of the Withdrawal Agreement to use EU lanes anymore.
