Student Visa to Work Permit after graduation?

Hi there, im currently in my fourth and final year of my bachelors degree at a university here in China and I'm curious whether it's possible for me to apply for a work permit right after I graduate. I saw online that you need 2-years post-graduate work experience but I've also heard from numerous people that some cities in China don't have this requirement.

Is it true that there are cities in China where you can obtain a work permit without the 2 years post-graduate work experience? If so, which cities?

Is it possible for bachelor degree students to convert from a student visa to a work permit immediately after graduating all while staying in China?
