The Bureau of Immigration (BI) said its officers in the different ports of entry barred 124 aliens from entering the country last year for being rude and disrespectful to immigration officers.


Immigration Commissioner Joel Anthony Viado said the number of rude passengers turned back in 2023 was slightly higher than the 64 foreigners who were similarly denied entry in 2023.


Viado said that aside from being returned to their port of origin, the discourteous passengers were blacklisted and banned from re-entering the country for being undesirable aliens.


β€œWe again warn foreigners intending to visit the Philippines that they should refrain from being disrespectful when dealing with our officers as such behaviour is an affront to persons in authority,” Viado stressed.


He added that verbally or physically assaulting immigration officers cannot be tolerated as such acts will warrant appropriate sanctions from the BI, including kicking out the rude passenger.


Reports said some of the passengers were drunk and unruly while others were arrogant that they even shouted expletives and utter insulting words against Filipinos and the government.


Viado mentioned the case of an unnamed New Zealander, 34 years old, who arrived last Feb. 9 at the Ninoy Aquino International Airport Terminal 3 on board a Cebu Pacific Airlines flight from Melbourne.


The man presented himself for primary inspection when officers found that he failed to fill out the eTravel.


He was requested to step aside and fill out the online form to prevent blocking the queue.


However, he refused to fill out the required form and hurled invective words towards the immigration officer, bragging that the Commissioner will definitely allow his entry to the country.


He was also found to be highly intoxicated and displayed disrespectful behavior towards the officers.


β€œForeign visitors are expected to respect our laws and policies,” said Viado. β€œDisrespect towards our officers and refusal to comply with entry procedures will not be tolerated,” he added.


Due to his unruly behavior and non-compliance, the passenger was denied entry and was placed on the next available flight back to his port of origin.


Viado emphasized that the BI upholds strict border security measures and expects all travellers to abide by the country’s entry requirements.


β€œOur officers are trained to ensure a smooth and efficient arrival process, but they are also duty-bound to enforce immigration laws without exception,” he said.


The New Zealander was also placed on the BI’s blacklist, barring him from re-entering the Philippines in the future. Viado reiterated that while the Philippines welcomes foreign visitors, adherence to immigration protocols is a fundamental requirement for entry.

Two ways to look at this P1, whilst I have never had a problem with immi entering the country and all very cordial while my local immi office for visa renewal? The different security guards are somewhat social and a laugh now and again but once you get inside to do your visa extension? I always greet them with a good morning and how is your day when handing over my paperwork which has always (for 6 years) been met with no response or a dour expression, never really a problem but seems they love their job and only turn up to put bread on the table, a smile would be nice, a response better and perhaps lessons to be learnt all around on both sides.


Rude and intolerable guests get what's coming to them and we don't need more bad apples here.

2025 Annual Report Advisory


November 27, 2024 / Advisory


Pursuant to section 10 of republic act no. 562, as amended, also known as the alien registration act of 1950, β€œALL REGISTERED ALIENS shall, within the first sixty (60) days of every calendar year or from 01 January 2025 until 01 March 2025, REPORT IN PERSON to the Bureau of Immigration.”


The following re the requirements for the 2025 Annual Report:


1. Completely filled-out online registration which ca be accessed thru ;


2. Original valid ACR I-Card of card holders or original paper-based ACR; and


3. Original valid passport.


a. FOR ALL REPORTEES with expired passport – an affidavit of undertaking to secure passport shall be submitted to the Registration Officer;


b. FOR NATIVE BORN aliens without passport – an affidavit of no passport issued since birth with undertaking to secure passport shall be

submitted to Registration Officer;


c. FOR REFUGEE/S under section 47(B) of CA 613, as amended, or stateless aliens under section 13, paragraph (a) of DOJ department circular no. 793, they should present original ACR I-Card or paper-based ACR; and


d. FOR RA 7919 visa holder imprint with pending application for re-stamping of the new RA 7919 security visa imprint in compliance with immigration administrative circular no. SBM-2015-001 shall be allowed to undergo the AR 2025 provided they present proof of payment for ASIO re-stamping.


4. Official receipt from previous year covering payment of annual report fee.



The 2025 annual report for the BI main office in Intramuros, Manila shall be held at Robinson’s Place, Manila (3rd Level, Center Atrium, near Robinson’s food court) and at the Government Service Express Unit inside SM Mall of Asia, Pasay City, from 9:00 am to 6:00 pm, Mondays thru Fridays except holidays.


There will be a VIRTUAL ANNUAL REPORT which shall be available 24/7 including holidays to all registered foreign nationals present in the Philippines during the annual report period who are holders of valid visas. The annual reportee under the virtual annual report shall register thru

and pay the assessed fees within the day from the issuance of OPS thru Maya or Gcash, Credit (Visa/Mastercard) and Landbank. Otherwise the annual reportee will request for the re-issuance of OPS thru their existing BI e-services account.


Further, all departing foreign nationals are required to pay their annual report prior to the issuance of Emigration Clearance Certificate – B (ECC-B) in compliance to section 22(a) of CA 613, as amended and section 10 of RA 562, as amended.

Finally, failure to make the report shall subject the concerned alien, at the option of the Commissioner of Immigration, to an administrative fine or to prosecution and upon conviction be punished by a fine or imprisonment, or both, pursuant to section 10 paragraph 2 of the alien registration act of 1950, as amended by section 2 of republic act no. 578 and section 5 of republic act no. 751.

I believe this would imply that Fred best not ever show up at Philippines Immigration.

Well, talking of Fred, one wants to suggest, without a shred of evidence mind you, that some folks think that Fred is being reimbursed by a certain Asian country to act as an online-forum agent-supporter/provocateur? Personally I like him and half the time find myself reading him with a smile, but still, one does sometimes wonder?Β  Maybe in fact he's a case of Bond, Fred Bond !!

I have never had a problem with Immigration when entering or leaving the Philippines. Had my suitcase checked once but so did everybody else in the que for departure and if they want to route through my dirty sweaty used boxers then fine by me. Always polite and courteous and with a smile on their faces and never really had to wait too long. Sure if I arrived at a busy time of day it took a little longer but it never bothered me.


On my first trip there I arrived at Mactan Cebu and even the security guard outside the airport insisted on helping me across the road and even carried my suitcase up some stairs to the grounds of the hotel I was staying in at the time, right opposite the airport (before changes made to the airport).

Regardless Cherry we may never know with many that drop off this site and most don't care here as it's a simple forum and sure we have lost many over the years with age or health issues and the beauty is our turn is coming, prepare well and enjoy the time left to each of us.

Steve - Just out of interest, do you think most ex pats in the Philippines have everything in order in preparation for their passing? I am talking about having an up to date will, burial plan, life insurance and if with a long term partner like yourself, making sure they are provided for when the worst happens and all the paperwork is handy.

Actually, from the expats I know here, most have life insurance, burial funds and a means to keep the remaining spouse supported. Some people put everything on a usb drive which I think is a great idea although I believe hardcopy is necessary in my case. A will for property inheritance is almost necessary because inheritance laws will differ between philippines and your home country. Make sure your bank accounts are joint survivor. But from discussions I have had, everybody I know (not that many) have this taken care of, keeping in mind that some expats really cannot leave much. Their social security may not have spousal survivorship so sometimes we see the husband setting up a house to live in (but can she maintain it and pay taxes?) and often a sari sari store (but they fail all the time). Expats who come here to find a wife and only have an adequate pension may find it impossible to provide for their spouse and a possibly *family* when they pass. Fortunately I don't personally know any expats in that situation.

Or he could have been a US deep state operative whose mission would have been to ferret out MAGA Trump supporter types to be added to an FBI list for later harassment.Β  Since Trump was elected, I haven't seen too much of Fred. Hmmm. πŸ˜†
