Returning Non-Resident with Non-Canadian Spouse - 3 questions - Help!!

Hi. Im Byron. Im a Canadian citizen but have non-residency status. My spouse is an Australian citizen (without any Canadian residency status) but we're moving to Ontario permanently in March 2007. She will apply for Permanent Residency from within Canada once we arrive in Ontario.

Questions

1) About Residency: How can officially re-establish residency status with the Canadian government so they know Im back?

2) About Health Insurance: Am I eligiable to re-apply for my Ontario Health Card, which I cancelled in 2001?  How soon can my spouse apply for her Ontario Health Card?  She'll be a "visitor" until her Permanent Residency application is started, processed and approved.

3) About Driving: My spouse has a declaration she's been driving for more than 24months, which will allow her to attempt the G1 or G2 graduated licencing test (bypassing waiting periods). If she does not succeed the G2, is there a waiting period enforced, and for how long?

Your help is very much appreciated... Ive been staring at computers and printing out documents like a mad man... very stressful, so please, reply to e-mail or here.  Thank so much you guys!
