Santiago Vs. Concepcion

Can anyone tell me what are the possibilities in obtaining work in Concepcion if I am fluent in both spanish and english.  I am planning on relocating to chile and am undicided if its best in Santiago or Concepcion.  I have two children one is finishing 10th grade and the other one 7th grade.  I understand private schools are better, but do they teach in english as, my children are not fluent in spanish.  How much income is needed to live comfortably in concepcion.  Family of 4. any and all information will be appreciated as we are planning on leaving within the next 5 months.
