I went to the Department Of Planning and Investment of HCMC, they got no English word at all. Totally lost.

I need an agency which can get this job done.

Hey, as I used to run a garment factory in Vietnam. Which we register under 100% foreign owned investment. So what I know that if you got a manufacturing facility this can be under 100% foreign nvestment. You just need to rent the place where you plan to built up your project. And hire a company to process for you the license.
The second is that you got your own staff who can do this all too.
Regarding import and export this can be done if you join any vietnames personal or company.
But these usually have some extra running charges.
