Are Expats permitted to have sexual relations if they are not married (boyfriend + Girlfriend)?
Can a woman or man stay at the others house overnight?
Is this enforced?
What are the penalties?
The tourist visa for Chinese is 14 days.
As you may have found-out by now, on your arrival card, every foreigner is to declare where he/she stays during their presence in Brunei. Whilst I seriously doubt this is being cross-checked, it's something to consider if ever charges would be pressed.
Aside from that, if the residency would be somewhere more secluded, including any individual dwelling, then I would seriously question what percentage of chance there is that a so-called raid is conducted in the middle of the night to lift the un-married couple out of their bed. This does happen however at apartment blocks where it's known that (mostly Asians) share accommodation. Housekeepers and drivers who have been in the country for sometimes 20 years are then at risk of being prosecuted, for not living at their declared address, living together as un-married couple, etc ...
There are plenty of young professionals, graduated adult children, who live in Brunei and end-up in a relation, living together without formal paperwork ... Despite the whoha about introduction of Sharia-law, most Bruneians tend to keep to their own business ... So be discrete about it, have a standard excuse in your mind "it just now happened, so sorry" and keep your neighbours happy ... Depends of course on what passports you carry, but you'll see that also the Chinese have "good connections" here and fit-in quite easy.
My views,

Q:Are Expats permitted to have sexual relations if they are not married (boyfriend + Girlfriend)?
A;yes if you carry royal blood,no if you dont but of course we are talking about expats...just dont be too BLOO... Dy obvious like western societies...unless there is a specific complaint to the "religious police"
Q:Can a woman or man stay at the others house overnight?
A;yes if you have royal blood, but then again no one really cares even if your not royal heritage.
Q:Is this enforced?
A: yes and no, depends on WHO made the report...thats how it is here. the enforcement is more towards the locals to remind them they are not like "US" (not U.S) and remind them of their religious obligations as a "muslim"
Q:What are the penalties?
A1: lots of public flogging and stoning.....to the enemies of the STATE.(never seen or heard any)
A2: if its a local muslim citizen(not all locals are muslims, Brunei is a mix tribe of ethnicities whos origins were all not muslim to begin with) the "apostates" will be booked in for religious counselling and further measures the Religious Dept see fit upon counselling...
THE OTHER ANSWER:
the penalty for the "foreign sexual deviant", would be a graceful "asked to leave within 24hours out of the "ABODE OF PEACE"
BRUNEI IS "THE ABODE OF PEACE"
one may question the means on how the "H.M"(SULTAN OF BRUNEI) sees fit to enforce these religious laws, some western media have even question His sincerity on these laws,
never the less it has brought some "conservative feel" to the land most western parents would admire when they have children of their own. Hypocrisy is such a two sided coin....

- Yes why not, the law is only applicable to Muslims/Bruneian. If u do get caught, well.... u need more than 4 guys to see the deed being done. hugs and kisses- u should be ok hehe.
Can a woman or man stay at the others house overnight?
yes why not.. just be discreet

if its two adults and you're expats, you should be fine. If its two adults and you're Bruneians and people think you're sleeping together but don't have proof, maybe the parents will encourage marriage or to not flaunt the extent of their relationship. For expats.. "Authorities" (who are they?) might just give u a verbal warning if you're publicly displaying snogging at the Mall.
Don't know if the reply is helpful hehe - it is pretty conservative here and everyone minds their own business so it should be fine.
Yes you can... unless either one of you is a Muslim *Bruneian/foreigner*, or doing 'it' outdoors is your ultimate sexual fantasy.
There are 0 - 0.1% the religious police will be peeping at your house, just like oiltownblues stated before, if there are reports been made, Bruneians doesn't even bother about others sexual activities, as long as the couples are non-muslims.
Have a look at Brunei penal code 2013 to understand more, not because you or HM have royal blood you will be spared from getting stoned to death, amputations or whipped.
Don't worry about islamic radicals, there are no news or rumors about Bruneian jihadist in Iraq or Syria, Bruneians are against this guys.
Bruneians doesn't like to be compared to other countries, good or bad for that matter.
Bruneians tend to accept/ignore that our country are underrated, the undeserved bad reputation, bullied by the western media. Even our tourism board didn't do much to promote Brunei. Like Bruneians always say "before you judge us, come here and taste, feel, smell, touch Brunei for yourself.
Don't judge the Sultan by stories that happened in the 90's, there are no proof the Sultan were involved, that was His brother, and there is nothing wrong with having thousands of cars as collections, those who planned or being offered to work in Brunei, I suggest you 'privately' ask expats that have been in Brunei for 10 - 15yrs, they should give the +/- living in Brunei, CfBT <---- lots of them in there. Adaptation is very very important, the law, culture, the people, climate, social activities, religious beliefs, etc...
I can write much more, but hopefully this is enough for starters.
