From Vietnam to America.

It can be done, as long as you can prove that you've earned the money legally/where it came from.  You can actually have a bank account that's used by your employer to deposit your salary, only to have the bank act like they don't know who deposited the money, despite the fact that the depositor is a major client of theirs!  I had to deal with that type of nonsense when I was working for a school in TpHCM that forced us to open accounts at ACB in order to receive our salaries.  When I went in to do a transfer I was rejected and told to come back when I had a work permit.

3 months later, armed with my work permit, my temporary residence card and a wad of cash, I returned only to have the "wall of stupid" thrown up again, for no apparent reason, other than an i not being dotted, or a t not being crossed to the managers liking.  Needless to say - I was livid.

Legally, I believe I should have been able to transfer up to 50% of my monthly earnings, but I can't remember the exact percentage allowed, mainly because it never happened.  A fellow teacher claimed that he was able to transfer funds every month and hassle-free, if there is such a thing here.

You may want to go to an HSBC branch and speak with someone there.  I've heard tale of people using their accounts to successfully transfer funds to just about anywhere via standard outward remittances or via ATM transactions. 

In my experience - and with HSBC - transferring money in to Vietnam is very easy. Transferring money out of Vietnam can be a real hassle, with the bank throwing up spurious blocks and difficulties some of which appear to be made up on the spot by bank staff.

If you have a debit card however, you can get money abroad from cash machines as normal - I go to Hong Kong regularly and have successfully received dosh from HSBC machines there.

If you need to send money out of Vietnam to family in another country, it might be worthwhile to give a responsible family member in that country a debit card with a limit on it so they can trot off to an ATM and draw money for themselves.

I have a US dollar account with ANZ and use ANZ website (Internet banking) to transfer USD to my account in Australia regularly. I haven't had any issues using this service.  It's reliable and monies arrive in Australia 2-3 working days later.  Good luck!

Outside of Paypal...I really don't think there is much of a way to do such.  I've tried with ACB, and HSBC with no luck.  I've heard others will not do as well.  Western Union is a total joke with regards to sending money out of the country. 
I was able to obtain 'certified check' from HSBC some time back for several hundred dollars and mailed it back to the States...you might attempt to do something like that. 
I have a HSBC account in the US, I'm able to use the machines here with no problem to receive money.  I've been told that if I were to open an account in Vietnam with HSBC I could easily transfer funds via their Internet transfers...I haven't and won't open an account in Vietnam due to the 'banking rules' with the US....

You can send money out of VN legally by WU or bank to bank transfer, you must show Work Permit and employment contract to the bank. Banks want to verify source of income and employment contact with your salary mention in it is a must. If you want to send funds by Western Union, you must go to a bank where send money accepted by WU. Agents or some bank branches only handle receive money.

yes true you cannot send money unless you have proper documents such as working permit some banks asking for that, pay slip,passport/visa and contract. This is my problem every month. Bank
keep on asking same requirements though you have a record, for me a waist of time. doing xerox copy all papers. If you have an employer then ask those requirements. If dont have thats a big problem because vietnames cant send money  outside vietnam.

Maybe, but they worked for me, and without much hassle. My money was back in the UK the next day and it only took me 10 minutes of form filling. Perhaps other banks are better, but at least I got my money out of Vietnam, which is more than can be said of some of the other people in this thread!

Agreed  with you  But other hand  here bank treated  foreigners  person by person  not in  the same law for everyone.

you can send maximum up to 5000 us$ in one year using western union, either it can be one time 5000 us$ or monthly installments up to one year , if you don't have work permit. If you have work permit than you can send from any bank amount depending upon your monthly income but you will have to pay legal income tax to the government.

I use the mobile banking app from my accounts in the US to pay bills. If you don't have a smart phone, you can use the Bill Pay on your bank's web site. You might also try PayPal.

My experience is that Western Union can only be used in VN to receive money.

If an American does not already have an account with ANZ the last I tried no new accounts will be opened for Americans, as Obama wants regulations to control interest amounts etc. & Vietnam will not devulge personal account information.

Obama signed the legislation, but it was created and sent to him by Congress. The bill's been sitting around for years waiting for the Rethuglicans to push it through.

JD/Osage...I know that HSBC in Vietnam (for Americans) need all that personal information for the US.  It is the only reason I do not have an 'active' account in Vietnam.  I've had two previous accounts with two different banks in HCMC.  They needed nothing but a copy of my passport and work contract...years ago though.
I transferred everything back in 2004-2006 and changed it into gold back then...I removed and transferred everything over a period of time even before the recession.  The only thing I use a bank for today is to take out my retirement...

Paypal is the easiest way, or perhaps debit card use abroad.

The banks just mess you about typical Vietnamese style.

1. Passport
2. Temporary residence card
3. Work permit
4. Contract of employment with employer - it should be within valid date
5. Salary slips
6. Bank statement (bank can take it out themselves)

After first time, it's usually not such a big hassle as long as you tell the teller at bank (VPBank in my case) that you would do it every month. Then you need to carry only salary slip and bank statement -since they would save soft copy of your other docs. It's actually quite a pleasant experience at VPBank

Two weeks ago I sent money from my VND account in Veitcombank to my USD account in foregin bank. I had with me:
1. passport
2. copy of labor contract
No additional questions were asked. No work permit or residence card requested. But it took about 30 min to fill up all the papers. 

Today I tried to make Western Union transfer and visited Ocean Bank but they told me to go to Vietcombank. In Vietconbank I have been told to go to Marintime Bank. In Matintime I have been told to go to specific Marintime Bank branch... I will try that branch and share the result.

Be careful with ****." I had one guy nearly steal like 20 million dong on me when I tried to do a deposit. Luckily I had e-banking at the time, and I made sure the money went in. When it didn't, I went back to the counter, and he admitted he had made a 'mistake' not transferring the money.

Moral learned: you can't trust anyone.

In Maritime I have been told that I have to go to VPBank. In VPBank I have been asked:
1. Passport
2. Labor contract
3. Payslips or bank statment for Vietcombank (where I recive my salary)
4. Something else but didnt understand what exactly.

And it just to send WU... So sad...

Yeah you should be able to deposit with no drama. To save any questions at all, just use the CDM if they have one

A lot of options : Western Union, Paypal, Indepedant brokers, even Bitcoin.

There are pros and cons for each methods even if the first ones are pretty expensive (from 6 to 10% sometimes ...).

This study was made on 10 000$ from Vietnam to USA, but the fee percentages will be pretty similar for 5k$ or even 20k$ I guess.

If he/she has all these details and documents, then he won't come here and asked the solvation

I know a few Vietnamese people in Canada (mostly students) who have a private arrangement with expats here. Expat needs local money here, and Vietnamese needs Canadian money in Canada... so they both provide currency to each other using the international exchange rate. No extra fee at all. But this requires a certain level of trust.

Take up to 5000 USD (Vietnam limit to take out) with you and make a quick run to Cambodia border, re-enter and declare that you have 5000. They will give you a slip to verify this USD came from outside the country. Then go to any bank with the declaration paper and cash and do a wire transfer. This is my emergency must pay some bills back home method. Of course there is a wire transfer fee and usually receiving bank has a fee. So it can be pricey. I am needing to transfer tomorrow and will check out money-gram, since western union only allows incoming in all of Vietnam.

You could combine a Visa run with sending money from a Thai GSB (pink, government Savings Bank). They use Ria Financial and I have wired my own bank account funds.

Without WP, I managed to send money back, limited to the exact amount /i had previously wired into Vietnam.
