What's the financial gaurenteed of a one year visa?

I heard it's around 12k to be self sufficient for one year, but in my case I won't be paying rent and I am living with my boyfriend who is willing to take care of me. I am committed to not work under this visa but I will be making money freelancing in an american peer to peer e-commerce website. I am also worried about mentioning my boyfriend/PACS plan to the consulate because I heard it's irrelevant to the application but it's the main reason why I'm applying.
