Marriage between two different foreign nationals

Greetings...

I m an Indian currently working in Riyadh. I am planning to get married to a Moroccan girl who is not residing in Saudi Arabia. Given the fact that marriage registration process both in India and Morocco is very tedious, I would like to know the procedure to complete the marriage process here in Saudi Arabia. I would highly appreciate if someone can throw some light on the procedure. Also i would appreciate if you could provide any pointers to any agents who can expedite this process. Many thanks in advance.

Getting married here between Two expat nationalities is easy and quick . But for your case as I understand you didn't have official marriage certificate either from India or Morocco ! which will be hard to bring your future wife as ( family visit visa ) to Saudi Arabia .

But I think the best way is if you both travel to a country like ( Bahrain  ) and get married there and have official marriage certificate , then you can bring her here to Saudi Arabia as family visit visa .

Another option but I don't know if that will be working there in Morocco is to send Wakala to another Muslim person who live in Morocco and to proceed with Marriage papers with Morocco government to have the official marriage .

My suggestion is to go to India or Morocco and get married there.  Easiest place to get married is your country of citizenship followed by country of residence. 

Getting married in a third country where you don't live especially if it's a GCC country is not easy.  Even in the UAE which is easier in this aspect, to get married, one of the two people MUST have a residence visa.  In most of the other GCC countries, both people must be resident to be married - this is the case in Bahrain as well to the best of my knowledge.

For Bahrain, it's not a simple process even for residents.  See some of the requirements below:

Permission / NOC from both Embassies (in Arabic) - might not be given if you are not resident here
Permission from Employer / Sponsor (in Arabic) - again, your employer is in Saudi
Original passports & copies
2 Male witnesses and copies of their CPR - must be Bahrain residents to get CPR
Pre-marriage medical certificate

Ministry of Justice performs marriages (in addition to some churches and other places of worship) and gives the official marriage certificates.  I don't think they hand out those certificates for non-residents so at the most you would only get the marriage registered in your Embassy depending on whether your Embassy entertains you and does not refer you back to Saudi.  And if by some miracle, you overcome all of this, the process itself will take a long time.

Don't take my word for it and talk to the Indian Embassy in Bahrain to get an idea.
