Several single Australian friends have lived in Nha Trang for over ten years on business visas. They keep out of trouble and do visa runs to Cambodia or elsewhere, including Singapore.

Visa rules depend on your country. Talk to a good visa agent, they have more options than those easy-to-use websites for travelers. Some can get you a 1 year business visa by sponsoring you somehow, pretty sure you still have to do visa runs. Like most countries. I used Sunviet twice, google; on Facebook there is also Vietnam Visa Support Group.

There are expats everywhere, I assume a higher percentage in the popular tourist cities. Hoi An? Da Lat? Vung Tau? Da Nang, though that is a larger city. I don't know about the north.
