Aparently the Department of Natural resources keeps failing some of the same beaches over and over since 2015. See video:

Well, that is scary. No report of anything being done, just that they understand that they have an issue.

These issues have been going on for many years. It could be a broken tube, it could be from trash left by people, but ...... Most times is from rivers that exit close by. Who knows what is up river.
