Hi to those in Cebu, or on their way.. just a reminder that this upcoming weekend Jan 18-20 is when the Sinulog festival really ramps up, culminating in the Grand Parade on Sunday the 20th. As such, you can expect congestion in many areas, especially along the parade route and Fuente Osmena.

Also be aware that there will be the usual government-mandated blackout of communications on Saturday and Sunday as a security precaution. That means Globe, Smart, and any other cell networks will not work. Also backpacks are not allowed into areas of the festival for the same security reasons.
