Hi All
I'm trying to find out if you have been here for more then a year and are going to return to the States in Early May do you need to go to BI office to get the ECC or can it be done at the airport for now! I have read the 2 advisory posts on BI site but are Mumbo Jumbo! My Tourist visa expired on April 14th! I have all my paperwork and receipts from day one here! My ACR-I was just renewed and is good until Feb 2021! I have sent emails to BI and got links to the same advisories! They ta;k about having a receipt for ECC but not ECC I'm guessing!! Not sure! The wording is confusing! Anyone offer any insights or advice!

Saturday so no BI! No reply yet! But I will provide everything I find out on this forum! I have a BI officer for a neighbor but he and his family left a month ago and paperwork just hanging on his door!! LOL!! Probably in Palawan!!!!

The rules say less than 12 months, you dont need an ECC. But these are not normal times. If I was you, go to main and get one.

I just a reply from an actual person at BI office! If you have been here more then 1 year you MUST go to BI and get your ECC! Fastest is at Main office! Possible same day service or if not pick up the next day! If you apply at other offices will be from 3 days to 2 weeks!
The original problem was we weren't able to go to BI for ECC because they weren't processing except at the Main and we weren't allowed to travel there!

Regarding obtaining an ECC at the Airport.Ìý BI press release:

That Has been in place for a while! It does not affect those who have been here for more then a year! Those still need to go in person to a BI office to get ECC! I spoke directly with a BI officer at the Main office in Manila and he said You have to come to the office to apply for ECC! Only affects people here for more then a year! I have heard that if you qualify for the American gov't flights from Manila as a stranded person that they can process all your paperwork once you have been confirmed for a seat on the flight! Next flight is May 9th! May 3rd at 8pm is the last day to register for that flight! I have two friends confirmed on it and that is what they told me! But I personally can't vouch for the info!

I'm leaving for health reasons! If things look up once I've been through the KP medical treatment I will come back! But not looking good at this point!

I've purchased the ECC both at my local immigration office (I'm here in Davao) and at the airport in Manila (both at terminal 1 and 3).Ìý Everything I say is anecdotal so please add a grain of salt.Ìý At the Manila airport (using either terminal) - in the customs and immigration area - that can only be accessed by ticketed travelers - go to the "cashier" kiosk.Ìý Where you can pay overstays, or settle any financials prior to leaving the country.Ìý This kiosk is usually off to the side.Ìý It is for both Philippine passport holders and foreigners.Ìý Go there instead of checking in with the customs/immigration lines for either Philippine passports or foreign passports - they will just direct you to go to the "cashier" line, and you will have wasted time on the passport lines.Ìý At the cashier, have cash - my memory is that it is the only way you can pay - I think you'll be out about 2400 pesos.Ìý It is a good idea to have your annual registration receipt with you showing you've paid that fee.Ìý It is sometimes a little time consuming, as the cashier line can be long and slow, but it works.Ìý So give yourself time.

All fine and dandy as long as you haven't been in Phil's for more than a year! Both Davao and Cebu have a quicker system to obtain the ECC! If you apply for it at SM North it clearly says on the white board that it takes two weeks! Makati you can pickup the next day and Main office in Manila you can get in late afternoon if you get in soon as they open!
