I find it amusing that whenever someone pulls up in front of a house they will continually beep their horn until someone comes out to see them. It does get annoying though when no one is home and it takes five minutes of horn blowing before they give up. Love the DR!

For what it is worth:

Article 227 of Law-No. 63-17, of Mobility, Transportation, Land, Traffic and Road Safety, establishes that: Warning with horn. Drivers in urban areas will not use the horn. However, they must give audible warning with it in rural areas with places with poor visibility or when the characteristics of public roads and traffic circumstances warrant it to alert about their presence and guarantee road safety. Any driver who violates this provision will be sanctioned with the payment of a fine equivalent to one (1) minimum wage of the one that prevails in the centralized public sector and the reduction of the points in the license determined by the points regulation. Paragraph.- The use of the horn in the urban area will only be allowed when said alert is essential to avoid an accident.

It is a Dominican habit using the vehicle horn when not needed that will not change easily.

Another example of a law no one actually cares about.

I find this truly annoying and ignorant!  I would normally go out in front of my house and  say something to the offender.

Like, get off your lazy damn ass and go up to the house and  knock or ring a damn door bell!   

It  is definitely  lack of education!

I have noticed here in Manzanillo that people don’t go through the gate. I have a doorbell that has never been used because it’s on the house and one would have to enter through the gate to ring it. They will honk the horn or yell “hey Americano” before doing that.

A lot of Dominicans have never had a car in the family. When they do get one they think that they are very important. That's why they stop the car in the middle of the street to go into a store. I found this in a lot of 3rd world countries
