How to get KRA Pin without residence in Kenya

Is it possible to obtain a KRA Pin in Kenya but not having residency in Kenya or dependent pass?
I want to build me a second Home in Kenya, Purchasing Plots of Lands and build and buying vehicle.

Kenya or Africa in all makes it very difficult for foreigners of average class to stay or obtain residence and working permit. I am searching now already for almost 3 years for a loophole on how I can reside and remain in Kenya.

Hi, You can process a PIN without residency under certain conditions eg, Proof of capital, exemption via KenInvest etc or considering you have been in Kenya for a while, you should have processed a alien card by now. ( foreign national certificate) via which you may apply for a PIN.

Once you have a KRA PIN you are obliged to file annual tax returns.

Why would you want to exploit a loophole?  This usually means corruption and on the whole, I think that its better not to support corruption and work through the system legally.

In every law there are some flaws. If I would go the corrupted way, I could buy myself what I want, but I am looking for a loophole to do this lawfully. I don't like doing things behind the doors and then maybe one day it will backfire onto me.

Alien Card was denied at Nyayo House  because I am not working and do not have a working permit when I approached 5 month on tourist Visa. I read something about it. A broker also messed the application for dependent pass since they wanted 50k to push the application and I told them I don't pay that I want it to go the right way.
So I am married to my wife in Kenya, at Sheria House in 2019, she is in Kenya I am in my country for already 1 year. The Kenyan system is only in support of money not family and the Coronavirus made things bad for travel.

I wished Kenya or any African country would put family first. I am working now to process for my wife and my 3 step children for permit in my country, the only problem is the flight tickets for 4 people and the cost of living in Iceland for a family of 5 and covid.
In my country, she will get Family Reunion visa, and can work or open a business as she pleases. and that Permit cost about $60 and family health insurance for family about $400.

Working permit is about $4000 in Kenya but to get a company to employ a white is hard, and otherwise registering a Business, if done by an Agency is $1400 work fee plus $1000 Processing fee and a lump sum of $100.000 in a bank account that no average person has. I investigated the whole matter around it.

I also asked an advocate in Kenya a few weeks ago for the investment purpose and got a reply from her as follows;

Q: Is a foreigner who is not residing in Kenya able to register for KRA PIN?
I found KRA requests a foreigner to have an alien card when they register for KRA PIN.

A: A foreigner who is non resident in Kenya can obtain a KRA PIN. We would require the following information to enable us obtain a KRA PIN for a non-resident individual:
  i.  Bio data page of the passport; and
  ii. Details of the investment and bank account (if available).
