I am planning on moving to near Kotor in a year or less. I have a 8 and 6 year old and noticed the international school is very expensive. Is there a cheaper public school? My wife will be home also is she able to home school in English? Any help would be appreciated.

Try United Kids International Montenegro in Podgorica. The schools at the coast are much more expensive.

I have the same problem, international school are over priced, the only solution is home learning registring to an online school

International schools do tend to be more expensive but you have to note they commonly have to pay fees to Cambridge university Press or whomever, and they generally have to pay their teachers a lot more.
The bright side is you tend to get qualifications that are of greater worth than the local versions.

It's a choice many expats have to consider.
