Seek Confirmation on How to Extend Tourist Visa

My spouse and I entered the DR June 1, 2021 and want to stay until mid-August 2021.  We do not intend to seek Dominican permanent residency, and will depart for the U.S.A. on or around August 15, 2021.  We maintain permanent domicile/residence in the U.S. and hold U.S. passports.  We were given the standard 30 day stay as tourists and now are applying for extensions on-line through DGM PORTAL.  It has been something of a struggle to complete the on-line application (I would be happy to share with anyone what I have learned about the process), but at this point the only thing remaining is a medical certificate from an authorized doctor.  It seems counterintuitive to require a medical certificate in order to extend a tourist visa, but the on line application can't be completed unless it is attached.  Same with  passport and entry stamp, proof of financial solvency, proof of onward travel, and what the DGM PORTAL describes as a "retort certificate" which I think (but am not sure) is the e-ticket registration now required by the DR for entry and exit.
Could some one in the forum with experience in this area tell me if I am headed in the right direction here?  Can anyone confirm my understanding about the so-called "retort certificate?"   Finally, what happens if you overstay a tourist visa without an extension?  Presumably there is a fine?

Thank you for starting this thread.   For those trying to do it for the first time its not fun! 

The only part I can help you with is what happens if you simply overstay? Well you pay a fine at the airport.   

The issue  may come in when you want to come back.  For  simple tourists its not likely an issue. For those who overstay  on an ongoing basis it may in fact be an issue!

It states :
REQUIREMENTS
- Copy of the passport page where the biometric data is.
- Stamp of the date of the last entry to the country.
- Return boarding pass.

can you double verify that you are filling the right request?

Hi,
I entered the country on May 8 and will be leaving July 10 . I have been coming and going from Canada since 2007  at least 4 times a year and most of the time have overstayed the 30 days. I pay the overstay fee at the airport. Nothing more complicated than that and it has never been a problem.

Hi,  I believe you are following procedure for applying for residency and not for an overstay extension, as GmanDR mentioned.

-   Go to website
-  select services,
-  then select : staying extension.

The OP is doing the tourist extension.  They are already in the website portal!

You can always just fill the blue custom  form out at the airport (much easier). You will have to pay a fee as Planner stated. I had to do this in Puerto Plata last year.  I was taken in another room and questioned, but nothing to the extreme.

That is true.  The more difficult it is the less compliance they will get!

I can understand the requirements for the extension from the DR's perspective.

You came in on what you knew was a 30-day tourist card. Why are you staying longer? Did you become ill? Do you not have the money to go home? Are you going to be a burden on the government if you stay?

My guess is that for anyone applying for the extension that is not the case! People not leaving for those reasons will most likely not be going through the process to legally extend their stay.

While it might be a pain in the butt to do, it is the only way to stay in your guest country for longer than 30 days without an illegal status.

As Planner said, without an extension, you'll pay a fine (and yes - at that point, it is a penalty for violating immigration law, not a fee) and fly home with no problem. If you plan to return to DR, you might encounter an issue then. There are more and more confirmed cases of people having issues returning after previous overstays. For years, decades even, this has not been a problem, but there is a new administration that has said that immigration was to be one of their priorities.

We know that the DR is now storing immigration information (all your comings and goings, including durations) electronically. Every time you remain in the country illegally, you are taking a risk that it might be your last time here!

I can't answer your question about the retort certificate because I've not been through the process. The first time I stayed beyond 30 days, it was with an active residency application in process, so I had legal status pending the decision from Migracion.

Everything this government is doing in which ever ministry seems to be to comply with the existing laws.

In this case the Migracion is gradually applying the existing laws as written.

For extension of a tourist stay it was stated in the regulations 631-11:

PÃRRAFO III.- La solicitud de prórroga debe estar acompañada de los siguientes documentos:
1. Para los Turistas:
a) Formulario de solicitud debidamente llenado;
b) Pasaporte con vigencia mínima de seis (6) meses a partir de la prorroga.
e) Boleto aéreo o marítimo de regreso;
d) Una dirección en la República Dominicana;
e) Certificado médico expedido por un medico autorizado con su debido exequátur;
f) Prueba de solvencia económica;

g) El pago de los derechos previstos.

They have not updated the 'Staying Extension' section on their webpage yet. Not requiring the medical exam and proof of solvency was a good idea but did not follow the written regulations and has been halted for the time being when the country has a problem with covid so all maters health are in the spotlight perhaps.

Other matters that Migracion has tackled in the 9 months of this new government include the visas for athletes, border visas as written in the laws, measures for Venezuelans, border fence and tighter border controls, digital entry system and an enforcement of overstay payments reaching their coffers - they have collected much more with less visitors and have removed ineffective staff.

It is all change in such a short period - let's see where they are later in their term of government.
