Best method to stream/watch tv from either Slingbox or Netflix/Hulu

Greetings everyone!

I will be relocating to Kuwait in about 6-8 weeks and I am preparing my list of tasks to complete before moving.

One such task is deciding whether to establish a slingbox, a VPN, or something similar so that I may be able to access local and american tv online. I can attach a slingbox to my parents' Dish Network service, but I fear that 1) I won't be able to access it without a VPN, and 2) If I do need a VPN, does that imply my parents should install a T1 cable broadband connection versus their current DSL?

I understand there is cable/satellite in Kuwait. Do they offer American programming such as: ABC, Fox, NBC, Comedy Central, HBO, etc?

Also, can anyone offer advice on how they watch online sites such as Hulu, Abc, Netflix?

I plan on bringing my ipad and hope to watch the programs on that, and/or stream it to my tv via Airplay.

My most important need is the ability to watch local sports.

Any suggestions or insight on how American expats watch their programming would be truly appreciated.
