IPA not received yet

Hi. Genuine inquiry. Just want to ask about IPA. My S Pass is already approved based on online status. However, my employer said they have not receive the IPA. It's been two weeks of waiting after the approval, but until now they have not received any IPA.

Any idea, what is going on? Would the MOM/ICA delayed the release of IPA in any circumstances? Any reason for delayed of release? What was the longest time of release of IPA?
