Not sure about downloadable map.

You can buy a street map of Riyadh from Jarir (I found it useful when I first moved here)

you can also purchase iphone or nokia mobiles eg:5800, N97 etc.. Maps are free and you can also use navigation option.

maps are great but they aren't of really good help when it comes to Riyadh! but I know Riyadh really well and you can ask me about almost anything/place!
