Yes, Jawazat can issue a family visa while you are in KSA on a visit visa. This is because family visa has nothing to be with your presence in KSA.

Here are steps required on getting the yellow paper.
1- Leave KSA and fly to your home country.
2- Take the Nikah Nama -- Marriage Certificate (original) and an attested translated copy + your original passport.
3- Also take along copies of papers presented while applying the family visa; (so that nothing falls short).
4- Visit KSA embassy/consulate.
