How soon you can apply for a Family Visit Visa after rejection?

I applied for the Family Visit Visa for my Mother-in-law. I also gave the medical report saying that my wife is pregnant (and its true) but still it got rejected. The form was filled by the HR representative of our office and he does that regularly...
Now, I'm planning to re-apply. How soon can I do that after rejection??

One of my friends applied 3 times in succession thru his sponsorer for his wife & daughter's family visit visa.... first 2 times they rejected 3 time it was approved.... no reasons given !

Can my husband apply vist visa before hajj or after we have been refused because their said we need to wait after umra and hajj season is this true?
