i submitt my Documents Saudi engineering Council he reject my case and send msg apply again he need my Introduction letter must be attested and Transcript

Well , I don't think so , because my case was the same.
They rejected mine too and they issued another letter to change occupation from engineer .
The fees wasn't refunded. But I am not sure about your case , may be a visit to their office might help.

Can I submit my 4 years mark-sheets with Transcript and mention my First year was Annual system and second year upto final year in Term system it's good ?
