There is no guarantee about ordinary mails or parcels 
If there has a right address they will deliver, most probably. If it's in apartment they just drop in the mail box. I saw many of them just unlocked and scattered! Many people don't care ordinary mails nowadays because they get so many marketing (spam) mails. If it's registered they must see and deliver or give a notice to pick it up from the post office.

Most P.O's here have  EMS ,  ( Express Mail Service ), which is actually DHL, ( I think it was? ), up here we have no street names or house numbers, the mail , ( plus VNPT and EVN bills ), is/are hand delivered, the only thing I've never have arrive, was from England, but who's to believe them, when they said it was posted? The " second "  time it was posted, it arrived ok.

Reminds me of the soldier's comment regarding receiving a package from overseas unmolested-
Before sending,have your loved one write clearly on top of the box
-"Organic health food"
-"Herbal teas and tinctures"

Your best bet is to go to the post office and get yourself a PO, box. They are very cheep to rent, and your mail will get to you, unlike delivered to your door. Mail going out is no problem, all my letters have reached there destinations, but i never receved in coming mail, untill i rented a box.

You also might cross check on your address. A simple postal code might lead already to confusion

There are postcodes, don't spread misinformation. You can find a list on the Vietnam Post website. While they are not required when sending anything to Vietnam, they are useful to write down on the letter/package so that you know which post office you should go to if the mail doesn't arrive. If there's no post code and they can't find the address, it'll probably sit at the Central post office next to the Cathedral for a few weeks before being sent back (no guarantee though, might end up at a random branch). If there is a postcode they'll most likely keep it at the post office associated with the postal code, so you can drop by once a week to see if you're expecting something to be delivered.

There are TWO types of 'registered' mail - one that is simply delivered and the more expensive option of getting a signature.

Postal delivery is spotty at best, even in TP HCM, except at business buildings and large apartment complexes.

I usually have more important documents delivered to the nearest big (District) Post Office (Puste Restante). Have your correspondent put your cell number after your NAME and often the PO will call you.

Note: Poste Restante service costs the same amount as for the delivery of the envelope/package at LOCAL rates.
