1, Is it possible for a Saudi to to arrange a visit vis for a friend of his ( NOT family)?
2. If it is possible, what is the procedure ?
3. How long does it take to process?

Thats not Possible, unless you are opting for Umrah Visa !!

or tourism visa (some nationalities take the visa in the airport)
