I would also like to add that the first step is to look for friends within groups of your own countrymen. It is nearly impossible to break into circles of local friends as they are very established and tend not to welcome outsiders. It is commonly known that platonic friendships a person makes before they are about 25 y.o. will be lasting ones and those a person makes after that age will rarely be strong or lasting. What happens, is people think they have gotten a large enough group of friends and therefore resist adding more to that circle.
