Hi Carol,
I don't think there is an age restriction. However, there are so many tertiary education institutions in Mauritius whether public or private. As far as i know, most universities here have an international students section on their website where you will find relevant infos.
University of Mauritius (public ) for instance submits visa applications for International students who have been granted admissions and so does Charles Telfair institute (Private).
