I just moved into a new apartment in Binh Thanh and I need someone to professionally install some new wall outlets, as well as a couple of ceiling lamps.Ìý Does anyone have any leads on a neat professional electrician who works at reasonable rates?Ìý Any help would be appreciated.

Neat professional?, your in the wrong country ;)
Just go local lightshop and ask them to install.

Yes, I know here in Vn everyone can do a bit of everything .Ìý The problem is that when they are finished, the wires are not hidden behind the wall and the switches are crooked.Ìý I want someone who does a professional job.

Well, that is normal here. You get them to do the work then you fix it ;)Ìý
You need to supervice them.

Done a bit of building work in the Uk and also worked for an electricity utility company myself....give it some serious thought before you go ahead.......
If you don,t want the cables on the surface ,and I guess the walls are brick, concrete with a plaster surface it means that to sink the cables in a disc cutter will be needed...the amount of dust that will be created would be tremendous,it will be everywhere in the apartment,it will be there for weeks afterwards, dust in the bed,up your nose, over the furnitureÌý and I mean it will everywhere whether you got the windows open or not while the work goes on.
Secondly you run the risk while cutting the wall of damaging whatever is already in there.Last but not least when you have cut that wall you will never hide theÌý cut.Seen it done lots of times, the plasterer can have eyes like Sam the American eagle...he won,t be able to hide it even when you have painted over the marks. You,ll come into the room in 4 or 5 years time and say to yourself....I wish I never done that!...
For the ceiling lights, buy some lamps, there,s some nice stuff around which does not cost a fortune and stick them around the rooms. For the wall outlets fix up an electrcical extension lead from an existing point..run it behind the furniture or think about rearranging your electrical gadgetry closer to an existing outlet
Think carefully before you allow someone to cut up your walls

Thank you for your thoughtful response.Ìý I appreciate the advise.

I confirm : I am working for a NGO in charge of residential electricity installation. During construction of a new house, wires are embedded. Never in maintenance or renewal. That's Vietnam...

And when I bought the apartment )1.5 years before it was to be delivered,Ìý I was told that I would have the opportunity to make additions or changes before it was delivered.Ìý That was total bull shit.Ìý It was delivered with a wall more than 12 m long without an electrical electrical outlet along that length of wall.

The lesson being:Ìý if it isn't in writing, don't believe it.

You could always use those plastic electrical channels if the wires have to be outside the wall. They don't look so bad if you try.

Yes/Ìý I was trying to avoid those....
