Everything you need to know is in the pinned post at the top of the Malta Forum. One or two things have changed but not much, the amounts for self sufficiency have increased slightly and you have to apply in person. The official will take the photos.
You will have to wait until you have your eResidence card before you can register a car and many insurers won't insure a car in your name until you have it.

Not sure how much the required weekly income or capital has gone up by but it is only a few Euros, check with 'Identity Malta' website.
Your eResidence card can take anything from a couple of weeks to 2 or three months depending on how busy they are, my last one was a simple change of address but took 6 weeks and that is in Gozo.

The eResidence card is both your residence documentation and your ID. you do not get a separate ID card, that is for Maltese Nationals only.

Moved here in February. 1st you need the health card you get this at st lukes hospital.   Just take your passport. Then take this+ all your paper work to the Evans building. Be prepared to wait. They will take a photo& issue a temp residency  sheet. And contact you when your permanent 1 is ready to collect. Good ļluck.

If you are living in Gozo you apply for your residence card in Victoria not Evans Building in Valletta.
