The way to buy property and get access to health coverage

We here in the US would like to buy property in Europe   or Canada and  be able to  get access to health coverage in the country  where the property will be . In Canada it  is  a) tough taxes in case you buy property as a foreigner and b)  you can access the health coverage only if you are a permanent resident. We would like to consider a situation when  you can  pay a 'tax' but  get access to the healthcare without permanent residentship,  though  being a property owner..

Hello,

In Portugal, you have the NON-HABITUAL RESIDENTS REGIME where you pay taxes in Portugal and you don't need to be a permanent resident.

Indeed, you proceed with a good insurance for 120 EUR/month. There is no need of buying a property, but you will need proof of address - more details upon request.
