Does anyone know how long it takes from the time one receives the email stating approval of the change, yes you can have a permanent resident card, and the email letting one know when to come in for fingerprinting? It's been about 3 weeks so far.

I understand after fingerprinting the card is ready in about a week.

You should have been given a web site and  a CURP number .https://www.sat.gob.mx/tramites/28753/obten-tu-rfc-con-la-clave-unica-de-registro-de-poblacion-(curp) This is not the exact site you would need, but once I got there they seemed to be having internet problems. This should be more helpful

You have to keep checking for your status then go to them for the final paperwork. They don't just send friendly reminders or alerts. You have to stay on top of it. The timing varies depending on where you are.

Seems like ours took about three weeks!  Keep checking the INM site with the login credentials they supplied you in case the email gets lost in the mail.  :-)
