is the MVV visa limited to Dutch people only?

I am Filipino and currently residing in the Philippines and my boyfriend is Polish and is working in amsterdam.

Hi and welcome to the Forum.

It's actually the opposite, MVV is a joint work and residence permit that is issued to certain nationalities, one of which is Filipino.
