Job change without noc from employer

I recently got a pharmacist license from NHRA which is issued to an hospital. But they do not provide a work visa. So I still have not joined and also not signed any employment contract with them and still on a dependent visa. Now I got an offer from another employer and they will provide a work visa. But my current license issued employer not giving me NOC to transfer license. I already applied for license transfer through NHRA online services but they replied to submit NOC/Visa cancelation.

So If I cancel my dependent visa and change to the work visa of my new employer, will my license also get transferred? or I have any option to transfer license without NOC.

Unfortunately NHRA only accepts previous work visa cancellation or an NOC from the employer under whose name your license has been, in order to transfer to a new place. Cancelling the dependent visa will do nothing for NHRA license transfer.

Yep as above - the dependent visa is your right to stay in the Kingdom and has absolutely nothing to do with the license transfer. 

I think you are confused by the message from NHRA i.e. NOC/Visa cancellation.  Ideally, you would have a work permit/visa from the employer.  However, you, as a dependent have a visa from your family member and work permission has been given by the employer.  So you either have to get employer NOC or have them cancel the work permit/permission at their end - neither of which will affect your dependent visa.
