Tan Thoi Nhat street 17 D12 there area couple & I used one & the job was OK. Welding could have been better finish though.

Just buy welder and angle grinder and do it yourself.

As long as you have a GF or other local friend to translate for you, just bring some sketches of what you want and take a ride on the QL1A road that loops around the urban parts of the city.  There is a stainless fabrication place at least every km on average, several in Thu Duc.  They usually have some things sitting outside so you can examine the quality before you decide.
