What does it mean by not eligible to apply for a work pass?

Hi,

I would  like to share my current condition:
- I am a 27 years old Malaysian Chinese healthcare provider
- With bachelor degree from a private medical university, my score are average, but never failed any class
- With 3 years of working experience in overseas and a valid overseas practicing license
- The offered base salary was $6000 and an E Pass.
- SAT stated that I am eligible to apply both E and S Pass, based on my background.
- I'm not holding any other pass. and never been to Spore previously
- My company is a private clinic in Spore

This month, I just applied for EP/S-Pass but it was rejected without a clear reason within 7 working days. Inside the EP Online status, it only has a generic reason "This candidate is not eligible for any work pass".

But why they said I am not eligible? Do anyone else recently have the same experience or can enlightened me the possible reasons?

This is the standard phrase indicating that you are not eligible for any work pass.
The employer could contact MoM to find out more details.

This happen to me on December 2021 too. Applied 2 work permit for 2 different company, both got rejected. What should I do now?
